A tender for 40 MWp of solar capacity has been launched by the Housing & Development Board (HDB) in Singapore last week under the SolarNova programme.
Eight other government organisations are taking part in the tender, which will see solar photovoltaic (PV) systems installed at 636 HDB blocks and 31 government sites. The multi-agency solar leasing tender will close on December 30. The awards will be known in the first quarter of 2017 and the solar installations are to be completed by the first quarter of 2019.
Power purchase agreements (PPAs) will be signed for the solar installations at a preferential rate that will not exceed the retail electricity tariff rate, the HDB said. Bidders in this tender are allowed to form consortia, unlike in the first such tender which in December 2015 resulted in awards for 69 MWp.
Singapore aims to reach 350 MWp of solar power capacity by 2020. The HDB has committed to roll out 220 MWp across 5,500 HDB blocks by 2020. The board said that 123 MWp have already been procured and committed for installation, not counting the latest tender.
The SolarNova programme, led by the Singapore Economic Development Board (EDB), aggregates demand for solar energy across public sector agencies.
