The European Commission started on Saturday an expiry review of the anti-dumping duties on imports of crystalline silicon photovoltaic (PV) modules and cells from China.
In December 2013, the EC imposed anti-dumping and anti-subsidy levies on Chinese PV. These would have ended on December 7, 2015 if the watchdog had not initiated expiry reviews.
Following a request lodged by EU ProSun on September 4, 2015, the commission now will work to determine whether the expiry of the measures would result in a continuation or recurrence of dumping of China-made crystalline silicon PV modules.
When it comes to the possibility of a continuation of dumping, the investigation will cover the period from October 1, 2014 to September 30, 2015, while for potential injuries to the EU, it will cover the period from January 1, 2012 to the end of the investigation period, scheduled for within 15 months of the date of the notice publication.
The existing measures will remain in place during the investigation.
In response to this action, China's Ministry of Commerce urged the EU to cease anti-dumping and anti-subsidy duties on Chinese PV exports, saying that the continuation of the measures would harm interests of both sides.
