Canadian electric utility Hydro-Quebec has allocated bids totalling 1,303 MW in two calls for tenders targeting 480 MW of electricity from renewable energy sources and 300 MW of power generated by wind farms.
A total of seven proposals were selected in the tenders launched by the utility at end-2021 in response to the growing demand for power in Quebec, it said on Wednesday. The competitive rounds attracted bids totalling 4,205.3 MW from 27 projects.
The winning projects were awarded at an average price of CAD 0.061 (USD 0.044/EUR 0.041) per kWh, excluding transmission or balancing.
Specifically, five bids totalling 1,001 MW were selected in the call targeting electricity from renewable energy sources, the largest one being a 350-MW wind project by Chicago-based Invenergy LLC and L’Alliance de l’Est. Two schemes with a combined capacity of 302.3 MW were successful in the block for wind power generation. The full list is available in the table.

The awarded projects should be connected to the grid before December 1, 2026.
Hydro-Quebec will seal power purchase agreements (PPAs) with the winners in the coming weeks. The contracts will then be filed for approval with Regie de l’energie, the Quebec government’s Energy Board. Confirming the award, Innergex said that the PPA is expected to be structured as a 30-year "take-or-pay" contract indexed to inflation.
“As indicated in our latest supply plan, we anticipate Quebec’s energy demand to increase by 25 TWh, or 14%, by 2032. The projects selected under these calls for tenders will help meet this demand,” said Dave Rheaume, Vice President – Integrated Energy Needs Planning and Risk Management at Hydro-Quebec.
